Tikhon Khrennikov, the one and only head of the Composer Union of the USSR, was forced to accept this position by the orders of Stalin in 1948. He continued until 1991 when the USSR collapsed. He was not political, so why was he chosen during a time of great political stress?
The result was that Khrennikov protected Soviet musicians from prison and death, by making sure that music was written in accordance with Communist ideology.
